USCG Air Station Scheduled for Closure

 

The United States Coast Guard announced in a letter dated October 2, 2014, that their Air Facility in Newport will be closed effective November 30, 2014.

 

A briefing with elected officials and stakeholders is scheduled for October 15 from 2:00 - 4:00 PM at Oregon Coast Community College, 400 SE College Way, Newport, OR 97366.

 

There will also be a Town Hall for constituents and residents convened by the Port and City of Newport and Lincoln County on October 20 from 5:30 – 7:30 PM. For further information, contact the Port of Newport at 541-265-7758 or the City of Newport at 541-574-0601.

UPDATE
Hwy 101 Bridge Maintenance


 

On Tuesday, September 30, the contractor will pave the approaches to the Depoe Bay Bridge (MP 127.6). The work hours will be 7 PM to approximately 5:30 AM. Traffic will be flagged with delays of up to 20 minutes.

 

This work is weather dependent. Should inclement weather occur, the work will be rescheduled to the next available time.

Vista Pump Station Waste Water Force Main Replacement
 

The City is seeking proposals for engineering services for a waste water improvement project. Project area consists of Vista Street, Hwy 101 intersection, going east to Allen Street then south on Hwy 101  (approximately 500 feet).

 

Tasks include review of Master Plan recommendation, design replacement and upgrade of an existing force main, surveying, construction design, plans, specifications, contract documents, permits, construction inspection.  Engineer will coordinate with ODOT on permits, a temporary bypass, or any issues that may arise.   For additional information, including the Scope of Services, project area, and Master Plan, contact City Superintendent Brady Weidner at 541-765-3005, or email weidner@cityofdepoebay.org

Hwy 101 Bridge Maintenance

 

Dave Lihou, ODOT Bridge Maintenance Coordinator, reports that the bridge on Hwy 101 will be shot blasted on Sunday, August 17 starting around 7 PM or as traffic allows. Tuesday night, August 19, his crew will be working on repairing any broken concrete on the bridge deck, then starting Wednesday night, August 20 and continuing Thursday night there will be a crew applying a deck seal and wear surface to the bridge. They will start at 7 PM and be done by 6 AM. They will keep one lane open both northbound and southbound at all times.

The City is seeking proposals for a new jib crane, to be installed at the “Old Fish Plant” site in Depoe Bay harbor. Project consists of removal and disposal of the existing jib crane, providing and installing the new jib crane. The new jib crane must meet all certifications for weight limits and capacity. City will provide hoist to be attached to the jib crane.

MARK YOUR CALENDAR FOR AUGUST 11th
City Park Nature Trail & Bridge Dedication,
and Community Picnic
 

The City of Depoe Bay and the Depoe Bay Chamber of Commerce will host the dedication of the Depoe Bay City Park Nature Trail, South Depoe Bay Creek Bridge, and Community Picnic on Monday, August 11th.

 

This family-friendly event is free and open to the public.  The Official Park Dedication Ceremony begins at 4:30 PM, with the barbecue immediately following.  We are pleased that Representative David Gomberg has agreed to be a special guest speaker.   

 

This will be a wonderful evening for the entire community to come together and celebrate the recent improvements to the City Park as well as give special recognition to the U.S. Coast Guard, Depoe Bay Rural Fire Protection District, and the City of Depoe Bay Staff. 

 

Special thanks to the Oregon Parks and Recreation Department Local Government Grant Program, the Oregon Parks and Recreation Department Recreational Trails Grant Program, and the Lincoln County Commissioners Community Economic Development Fund Grant Program for the financial contributions towards these projects.

 

Directions:  Located at the bottom of Shell Avenue, at the south end of town.  From Highway 101, head east on Schoolhouse Road for just a few feet.  Immediately turn left and head down Shell Avenue.  At the bottom of the hill, turn right in the Harbor Parking Lot and head east to the Depoe Bay City Park.

Volunteers Needed!

The annual salmon fin clipping event is this coming Saturday, July 12. Come on up to the water treatment plant at 555 NE Collins Street at 9 AM and lend a hand! Every year, the fin clipping makes around 20,000 Coho salmon eligible for future harvest in the sport fishery. For more info, call 541-961-2499.

COMMERCIAL LEASE OPPORTUNITY
 

The City of Depoe Bay is accepting proposals to lease a City-owned Facility (Fish Plant) located at 285 SE Shell Avenue, in the Depoe Bay harbor.  The facility includes a two-story building (approx. 4,000 sq.ft.) and marine loading dock (approx. 900 sq.ft.).  Minimum monthly rent is $2,000 plus all utilities and taxes. 

 

 

At a minimum, proposals should address: type and scope of business to be conducted, compliance with M-P Zone uses and standards, water use and wastewater management plan, a business plan/financial strategy that demonstrates potential for long-term success, and proposer’s qualifications.  For information and/or site visit contact the City of Depoe Bay at 541-765-2361 or email info@cityofdepoebay.org

NOTICE OF ELECTION - CITY COUNCIL
 

Notice is hereby given that on Tuesday, November 4, 2014 an election will be held for the purpose of electing three members of the City Council and the Mayor of Depoe Bay to fill the following positions and terms:

Mayor of Depoe Bay, a two-year term
City Councilor, Position #4, a four-year term
City Councilor, Position #5, a four-year term
City Councilor, Position #6, a four-year term

Each candidate for an office listed above must file a petition for nomination for office with the Depoe Bay City Recorder at Depoe Bay City Hall, 570 SE Shell Avenue, Depoe Bay. A petition packet may be picked up at Depoe Bay City Hall, and must be returned to the City Recorder by the filing deadline, which is Tuesday, August 26, 2014 at 5:00 PM.

 

Qualifications (per City Charter):

A candidate must be a qualified elector of the City of Depoe Bay and must have resided in the city during the twelve (12) months immediately preceding the election date.  Candidacy nomination shall be by petition, signed by not fewer than 20 electors of the city. 

 

IMPORTANT DATES for November 4, 2014 General Election:

First Day to file for office: Wednesday, June 4, 2014
Last Day to file for office: Tuesday, August 26, 2014  Not later than 5:00 PM
Voter Registration Deadline: 21 days before election day (October 14, 2014)

Candidates must file with the City Recorder (City Elections Officer).  Pursuant to City Charter a candidate may file for office only by Petition (not by Declaration/Fee).

 

Filing By Petition:
  • Completely fill out and submit to City Elections Officer: 

    - Form SEL 101 Candidate Filing – Major Political Party or Nonpartisan, and

    - The top portion of form SEL 121 Candidate Signature Sheet - Nonpartisan

  • The City Elections Officer reviews the prospective petition for required information, assigns a petition ID number, and gives written approval for circulating the petition for signatures.  All signature sheets must be approved in writing before circulating.  Failure to do so will result in rejection of those signature sheets. 

  • Petition signers must be registered voters in the City of Depoe Bay.  A minimum of 20 signatures is required; extra signatures are recommended.  Be sure to familiarize yourself and your circulators with the guidelines for circulating the petition (included in attached information from 2014 Candidates Elections Manual). 

  • Once signatures are obtained, the signature sheets must be submitted to the Lincoln County Elections Official (County Clerk), for signature verification.  It is recommended that this be done at least a week before the filing deadline (August 26th) to provide ample time for the verification process.  Upon completion of signature verification the County will return the certified signature sheets to the candidate.  

  • The candidate files the certified signature sheets and completed form SEL 338 –Petition Submission with the City Elections Officer.  The City Elections Officer reviews the filing to confirm the petition contains the required number of valid signatures.  If there are not enough valid signatures and the filing deadline (August 26th) has not passed, the candidate may submit additional signatures.  

 

Campaign Finance:

Oregon’s 2014 Campaign Finance Manual and Forms are available at the Secretary of State Election Division website www.oregonvotes.gov.  A candidate should familiarize him/herself with State election law to avoid any possibility of penalties. Enclosed in the candidate’s election packet is the State’s Candidate “Quick Guide” on Campaign Finance Reporting In Oregon for your reference.

 

A Statement of Organization for Candidate Committee (SEL 220) and Campaign Account Information Form (SEL 223) must be filed within three business days of receiving a contribution or making an expenditure, but no later than the deadline for filing for candidacy.  These documents are to be filed with the Oregon Secretary of State, Elections Division.  All campaign finance filings may be in paper form or through the Secretary of State electronic filing system ORESTAR unless otherwise noted below.

 

A candidate is not required to establish a campaign account, file a Statement of Organization, or file Contribution and Expenditure reports if ALL THREE of the following conditions are met:

  1. The candidate serves as the candidate’s own treasurer;
  2. The candidate does not have an existing candidate committee; and
  3. The candidate does not expect to receive or spend more than $750 during a calendar year.

 

A candidate who plans to receive or spend less than $750 to support the candidacy during the calendar year:   Is not required to form a Principal Campaign Committee (Candidate’s Statement of Organization - SEL 220) or file any Contribution or Expenditure reports or forms, unless the threshold is met, then must file within three business days.

 

A candidate who plans to/or does receive or spend more than $750 to support the candidacy during the calendar year, must: Form a Principal Campaign Committee by filing a completed Candidate’s Statement of Organization - SEL 220 and a completed Campaign Account Information - SEL 223

 

A candidate who does not expect to receive or spend more than $3,500 to support the candidacy during the calendar year:  May qualify to file a PC 7 – Certificate of Limited Contributions and Expenditures. 

 

A candidate who plans to/or receives or spends more than $3,500 to support the candidacy during the calendar year:  Must file using the Secretary of State’s electronic filing system ORESTAR (paper forms are not accepted).

Wednesday, June 4, 2014 from 1:00 PM to 3:00 PM. Group will meet at south end of Depoe Bay Bridge, and the project team will conduct a walking tour to discuss recommended projects for walking, biking, and riding transit in the community.

Wednesday, June 4, 2014 from 6:00 PM to 8:00 PM at the Community Hall (220 SE Bay Street). The project team will present recommended transportation improvements for the next 20 years. The public will be asked to provide input on which projects are a community priority.

Asphalt Overlay Project - Bay Street & SE Williams Avenue

 

The City of Depoe Bay is requesting proposals for asphalt overlay paving Bay Street from Conway Avenue intersection east +/- 608 feet, and SE Williams Avenue from Collins Street intersection south +/- 310 feet to Bay Street intersection. Contractor shall furnish all labor, equipment, materials and incidentals necessary to complete the work.  City will mark all areas outlined in white to be paved.  Contractor shall be licensed and bonded.  Certificates of Insurance naming the City as “Additional Insured” required. 

 

Specifications: Contractor will prepare and sweep area to be tacked, tack, deliver and install   minimum 2 inches Class C asphalt compacted. City will fill abrupt edges with ¾ minus gravel.

A public meeting of the Budget Committee of the Depoe Bay Urban Renewal Agency, Lincoln County, Oregon, to discuss the budget for the fiscal year July 1, 2014 to June 30, 2015 will be held at Depoe Bay City Hall, 570 SE Shell Avenue, Depoe Bay on Tuesday, May 20, 2014 at 6:45 PM.  The purpose of the meeting is to reconvene the Budget Committee and to receive comment from the public on the budget.  A copy of the budget document may be inspected or obtained on or after April 28, 2014 at Depoe Bay City Hall, between the hours of 8:00 AM and 5:00 PM, M-F.  This is a public meeting where deliberation of the Budget Committee will take place.  Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

IMPORTANT INFORMATION
ABOUT YOUR DRINKING WATER
The City Did Not Meet Treatment Requirements

Our water system recently violated a drinking water standard. Although this was not an emergency, as our customers you have a right to know what happened, what you should do, and what we did to correct this situation.

 

We routinely monitor your water for turbidity (cloudiness). This tells us whether we are effectively filtering the water supply. Water samples for the month of March 2014 showed that 14% of the turbidity measurements were over the (.300) filtration standard. No more than 5% of the monthly samples can exceed .300 turbidity units per month. The turbidity levels are relatively low; however, their persistence is a concern. Normal turbidity levels at our plant are .025 units.

 

What Should I Do?

You do not need to boil your water or take other actions. We do not know of any contamination, and none of our testing has shown disease-causing organisms in the drinking water.

 

What Does This Mean?

Turbidity has no health effects. However, turbidity can interfere with disinfection and provide a medium for microbial growth. Turbidity may indicate the presence of disease-causing organisms. These organisms include bacteria, viruses, and parasites which can cause symptoms such as nausea, cramps, diarrhea, and associated headaches. These symptoms are not caused only by organisms in drinking water. If you experience any of these symptoms and they persist, you may want to seek medical advice.

 

What Happened? What Was Done?

Between March 18 and 26, 2014, the City water treatment plant had a mechanical problem with a pump that helps create floculation in our treatment process. The plant operators worked hard to troubleshoot and find the problem, and during that time the finished turbidity at times went above the allowable level set by the State drinking water program. The water plant has a new pump and a backup pump, so this problem will NOT occur again. Our plant operators strive to provide good, safe drinking water for our community.

A public meeting of the Budget Committee of the City of Depoe Bay, Lincoln County, Oregon, to discuss the budget for the fiscal year July 1, 2014 to June 30, 2015 will be held at Depoe Bay City Hall, 570 SE Shell Ave., Depoe Bay on Monday, April 28, 2014 immediately following the Depoe Bay Urban Renewal Agency Budget Committee meeting which begins at 6:00 p.m.  The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget.  A copy of the budget document may be inspected or obtained on or after April 28, 2014 at Depoe Bay City Hall, between the hours of 8:00 AM and 5:00 PM, M-F.  This is a public meeting where deliberation of the Budget Committee will take place.  Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

The City will provide a dump box at the Wastewater Treatment Plant for all material that will be removed from cleaning the 15" sewer line.

The City of Depoe is accepting bids for TV and cleaning +/- 9,900’LF  of 15” concrete sewer line, with a written report, containing  photos of areas requiring repair, also video documentation of all TV work to be on a DVD, with two copies provided to the city of Depoe Bay. Contractor shall be licensed and bonded. Certificates of Insurance naming the City as “Additional Insured” required.

The Depoe Bay Urban Renewal Budget Committee has additional positions to fill. Any elector of the City of Depoe Bay interested in serving on the City Budget Committee or the Urban Renewal Budget Committee may apply at Depoe Bay City Hall, 570 SE Shell Ave., Depoe Bay.
