Swiffers NOT Flushable!

Just because the packaging on a product says it is "disposable" does not mean it is "flushable."

There are many household and cosmetic items touted by manufacturers as being disposable: face cleansing cloths, baby wipes, toilet cleaning pads, and cleaning cloths like Swiffers. But they are not flushable and should NEVER be flushed down the toilet.

The city sewers are designed to dispose of TWO, and ONLY two very specific things: human waste and toilet paper.

Water Treatment Plant Awarded
Certificate of "Outstanding Performance"

The City received today notice that The Oregon Health Authority Drinking Water Services awarded the Depoe Bay Water Treatment Plant for "outstanding performance" at its survey of June 19, 2012. The next system survey will be in five years vs. the usual three years. The notice was accompanied by a Certificate signed by David E. Leland, P.E., Manager of Drinking Water Services.

Hwy 101 Speed Limit to Change

Mayor Connors and Councilor Goddard traveled to Salem to attend an ODOT appeal hearing on October 31, to argue the results of a speed zone investigation conducted in Depoe Bay earlier this year.

Their testimony convinced a panel that the speed limit in the downtown area (from Bechill Street to 150 feet south of Evans Street, by Trollers Lodge) should be dropped to 25 MPH.

Look for new 25 MPH speed limit signs to be posted in this area in about a month.

Depoe Bay Marina Emergency Project
Update

Following Council action at the October 22, 2012 City Council meeting, the City issued a Notice of Intent to Award Contract to Billeter Marine LLC for the Docks and Pilings - Depoe Bay Marina Emergency Project today.

 

Parks Master Plan Adopted

The Parks Commission began working on updating the Parks Master Plan back in July, 2010. After much work and nearly 2 1/2 years later, the Parks, Recreation, & Open Space Master Plan Update was adopted by the Council at the October 22, 2012 City Council meeting. The Plan can be viewed here (a 46.8 MB download). Alternately, you can right click and "save link as" to save the plan for offline viewing.

Docks and Pilings - Depoe Bay Marina Emergency Project
For the City of Depoe Bay

dock 1The City of Depoe Bay is soliciting bids for repair, replacement, and upgrade (mitigation) to existing Dock 1.  Dock 1 is located in the Depoe Bay harbor, City of Depoe Bay, Lincoln County, Oregon.  Principal work elements include:  Placing round steel pipe sleeves over fourteen (14) existing H piles, and replacing approximately 220 feet of existing wood-framed floating dock with a new aluminum-framed dock plus all miscellaneous components, including electrical and water services.  This is a public improvement and public works construction project.

Bids must be received at City of Depoe Bay, 570 SE Shell Ave, Depoe Bay, OR 97341, by bid closing at 2:00 p.m. on Thursday, October 18, 2012.  Mailing address: PO Box 8, Depoe Bay, OR 97341.  Submit bids in a sealed envelope clearly marked “Docks & Pilings - Depoe Bay Marina Emergency Project”.  Pursuant to ORS 279C.370, bidders are required to disclose information about certain first-tier subcontractors, either in the bid submission envelope or within two (2) working hours after bid closing.

The bidder must comply with ORS 279C.800 through ORS 279C.870 and 40 U.S.C. § 3141 et. seq. (Davis-Bacon).  Each bidder must complete the Bid Form and all attachments.  Bidders shall be currently registered with the Construction Contractors Board (CCB), holding the proper registration for the work contemplated herein, at the time of submittal.  All subcontractors participating in the project shall be similarly registered with the CCB at the time they propose to engage in subcontract work.  The CCB registration requirements apply to all public works contracts unless superseded by federal law.

Smoke Testing Sewers Next Week

The City of Depoe Bay will be smoke testing the sewer lines on October 1 through October 3 during regular business hours. These tests will assist us in locating breaks and defects in the sewer system.  

During the test, you may see smoke coming from vent stacks on busildings or from holes in the ground. DON'T BE ALARMED. The smoke has no odor, is non-toxic, non-staining, does not create a fire hazard, and will dissipate in a few minutes.

Before we conduct the smoke test, please pour water into your basement floor drains and into any unused sinks. This will seal the drain traps so that smoke will not enter your building through the drains. 

If smoke should enter your building during the test, it probably means that there are defects in the plumbing that could allow dangerous sewer gas to enter. Note the location of the smoke and call 541-765-3005 to arrange a meeting with our inspector. Open doors and windows to ventilate any smoke that enters the building.

City of Depoe Bay Refinances Its Outstanding Loan

The City of Depoe Bay has successfully refinanced two State of Oregon loans and two USDA loans into one bond issue.  The loans were originally taken out between 1999 and 2007 to finance improvements to the City’s sanitary sewer system and water system.  The Mayor, City Council, and City Administration accomplished these savings by approving the issuance of a General Obligation Refunding Bond at its Council meeting on August 21 which is expected to close on October 3.

 The City has been monitoring the bond market conditions, and recent low interest rates allowed the City to obtain debt service savings in excess of $654,000!  The interest cost on the new financing is 2.70% compared to over 5.00% on the State and USDA loans.  Additionally, Moody’s Investors Service assigned a credit rating of ‘A3’, primarily reflecting the City's relatively small tax base, tourism-dependent economy, ample reserves and liquidity relative to peers, and a manageable debt profile.

The public finance office of Robert W. Baird & Co., McMinnville, Oregon and the municipal law firm of Hawkins Delafield & Wood LLP, Portland, Oregon assisted the City with the refinance transaction.

Installation of Warning Siren Poles Begins

Five poles for the City's new outdoor warning public address and siren system are being installed across town starting today. Please be cautious around the construction areas.

 

Refunding Bond Sale Today

The City is refunding its existing debt for sewer and water system improvements. The refunding bonds will be at a significantly reduced interest rate, which will result in substantial savings to the taxpayers of the city over the term of the bond. The bond sale is occurring today.

City Park Nature Trail Nearing Completion

The new segment of the City Park Nature Trail is nearly complete; December 31 is the deadline for final completion. The City Field Superintendent is in the process of creating benches and tables, and interpretive signs are still needed. The trail has two new bridges crossing South Depoe creek, and is barked throughout. Most of the trail is easy walking along the creek, with one leg of the trail climbing up through the woods to end at Indian Trail Road. Put on your walking shoes and come check it out!

The duties will mostly focus on dispersing fuel for boats, but during slow times the position will help the Harbormaster with maintenance duties. The Planning Commission will be holding a public meeting on Wednesday, June 27 at 6:00 PM at City Hall to present plans and solicit public input on the proposed construction of an outdoor warning siren and public alert system. The proposed locations being discussed at this meeting are:

  1. Within the Hwy 101 right-of-way, on the east side of the highway, approximately 750 feet north of existing Lillian Lane
  2. Within the Sunset Street right-of-way, on the south side of the street, appropiximately 30 feet west of the Hwy 101 sidewalk
  3. Within the Winchell Street right-of-way, on the north side of the right-of-way, approximately 60 feet west of Bayview Avenue

The warning siren and public alert system is proposed to be mounted on a pole that is 45-60 feet high. Public input may be submitted at the public meeting or in writing. Send letters and comments to Depoe Bay City Hall, P.O. Box 8, Depoe Bay, OR 97341.

On Wednesday, June 27 at 6:00 PM at City Hall, the Planning Commission will hold a public hearing on an application by the City of Depoe Bay for a conditional use permit to construct an outdoor warning siren and public alert system at the Wastewater Treatment Plant, located at 212 SW South Point Street.  

Application materials, documents, and evidence are available for inspection at City Hall and can be obtained at cost (25¢ per page). Copies of the staff report are also available for review and may be purchased at cost (25¢ per page), seven days prior to the meeting.

Engineering Services for Bridge at City Park 

city park pedestrian bridgeThe City of Depoe Bay is seeking proposals for engineering services for replacing the City Park Bridge. This bridge will mainly be for pedestrian traffic but will be able to be used for limited vehicular traffic.

The use of a railroad car for the base can be explored. Engineer services will include drawings for construction, bid process, oversee dismantle of existing bridge, construction inspections, as-built drawings, procure any special permits. Must obtain City business license, have proper insurance, as per city requirements.

Contact City Superintendent Terry Owings @ 541-765-3005 for information including a site visit. Proposals shall be in a sealed envelope marked “Park Bridge”. Proposals shall be written and mailed to the City of Depoe Bay, P.O. Box 8, Depoe Bay, Oregon 97341, or hand delivered to Depoe Bay City Hall at 570 SE Shell Ave. Proposals must be received no later than 2:00 PM on Friday, June 1, 2012. Water Service Disruption Notice

The project to repair the water lines to Miroco that were exposed in a landslide this past winter has been postponed. The work was scheduled to begin today, but is now expected to begin next Monday, April 23.  

The water will not be turned off until the end of the project, when the two ends of the new water pipe are tied in. This will probably happen next Tuesday or Wednesday, and should not take more than eight hours. Miroco-area residents are encouraged to fill a bathtub with water for flushing toilets and other water needs while the water is off.

The City will try to keep the disruption to a minimum. Please be patient with the work crew, and observe safety precautions while passing through the work area.

The Depoe Bay Parks Commission identified the need for public parks and open spaces to be more accessible and usable.  The City has 33 existing public open spaces and there are two existing private open spaces including park land and facilities, scenic view areas, and trails.  Many existing park and open space sites are currently undeveloped or underutilized.  The master plan includes conceptual designs and cost estimates for existing parks, scenic view areas and trails throughout Depoe Bay.  An adopted Master Plan will provide guidance for future decision-making as the City works to improve the extent and quality of parks and open space.

The City of Depoe Bay is accepting applications to fill expired term positions on the Depoe Bay Budget Committee.  City Budget Committee members also serve on the Depoe Bay Urban Renewal District Budget Committee. The Depoe Bay Urban Renewal Budget Committee has additional positions to fill.  Any elector of the City of Depoe Bay interested in serving on the City Budget Committee or the Urban Renewal Budget Committee may apply at Depoe Bay City Hall, 570 SE Shell Ave., Depoe Bay. The glass recycling container has been moved to the harbor parking lot by the boat launch (at the bottom of Shell Avenue) while City Hall parking lot is being paved. When the paving project is complete, the container will be returned to its usual location.

The City of Depoe Bay is soliciting proposals for legal services from an individual or law firm to provide general legal representation of the City and to serve as City Attorney.  Monthly time commitment is an average of 20 hours.  Attorney and/or law firm must have all applicable licenses required by the State, Lincoln County and the City of Depoe Bay.   

Submittal requirements:  Please submit resume of applicant, or if a firm, primary attorney proposed as City Attorney and other attorneys of firm expected to provide legal services; statement of experience in municipal law representing governments and/or general legal experience; proposed billing plan.  The Request For Proposals (RFP) is available here or may be obtained by calling Pery Murray, City Recorder at 541-765-2361.

109 NOAA radios will be given away at four upcoming CERT (Community Emergency Response Team) workshops in February and March. The Depoe Bay workshop is scheduled for Saturday, February 18, 2012 from 1:30-3:00 PM at the Community Hall. Proof of residency must be provided to qualify for a free radio.
