Depoe Bay Harbor Master Plan

 

The City of Depoe Bay requests proposals from firms having experience and qualifications in the preparation of harbor master plans. 

OVERVIEW

Depoe Bay’s harbor is considered by some to be the heart and economic engine of the city.  Ocean related harbor activities are the primary reason for Depoe Bay’s tourism, the leading industry of our community.  The harbor is home to commercial fishing boats, charter fishing boats, sight-seeing excursions (whale, wildlife, bird watching), sport fishing boats, and the Coast Guard station, dock and boathouse.  City owned public facilities located in the harbor are old and dilapidated, and there currently is limited public access to parts of the harbor.

aerial view of harbor Known as “The World’s Smallest Harbor”, the approximately 9 acre harbor is located in the center of Depoe Bay, just east of Hwy 101.  The harbor is accessed from the east side via Coast Guard Drive and from the south side via Shell Avenue.  Existing facilities in and around the harbor primarily include four public docks; public fuel station and dock; public boat launch, two parking areas, private docks, fish plant building, and ancillary facilities, e.g. fish-cleaning stations, public restrooms, etc.

The ultimate goal and purpose is to rehabilitate existing harbor facilities and provide additional facilities and public access around the harbor in order to increase activity and stimulate the economy.  The Depoe Bay Harbor Master Plan needs to provide sufficient detail to guide the City as we implement recommended projects in the future. 

PROJECT DESCRIPTION

The Depoe Bay Harbor Master Plan will provide conceptual engineering design of various facilities and cost estimates for design and construction.  Potential harbor facilities that have been identified include:

  1. Docks 2, 3, and 4 replacement (preliminary engineering was recently completed and therefore not included in this request for services).
  2. Rehabilitation of wharf (southwest corner of harbor).
  3. ‘Trollers Island’ clean up and reuse (north side of harbor).
  4. New west side dock with boat moorage and public walkway.
  5. New north side public walkway.
  6. South harbor parking lot and circulation improvements, e.g. plan to maintain or improve parking and vehicular circulation, public restrooms, fish cleaning station, and Coast Guard Auxiliary Station, and the possible addition of a boat wash/invasive species control station and fish carcass disposal area.
  7. East side fuel station, harbor shack, waste oil containment, and fueling dock improvements.
  8. East side parking lot/Coast Guard Drive vehicular circulation, parking improvements, and pedestrian improvements.
  9. Surrounding area vehicular circulation and parking.
  10. Fish Plant (building inspection and engineering report completed in 2014).

This preliminary list of potential harbor facilities is likely to change during the master planning process.

MASTER PLANNING PROCESS

Proposals shall include a proposed process and schedule for developing the Harbor Master Plan.  It is anticipated that the process shall include the following steps however revisions to this process will be considered.

  1. Establish Goals and Objectives
  2. Inventory & Assessment of Existing Facilities
  3. Needs Analysis/Identification of Program Elements
  4. Development and Evaluation Alternative Design Concepts
  5. Preferred Plan and Cost Estimates
  6. Prioritization, Funding Mechanisms (grant opportunities, funding sources, etc.), and Action Items
  7. Plan Adoption

It is anticipated that the selected proposer will work with an Advisory Committee throughout the development of the Harbor Master Plan.  The process shall include an ongoing public involvement component.

RESPONSE FORMAT

Respondents shall respond item-by-item to the RFP in the format listed below:

  1. Management Summary.  Provide a cover letter that includes a description of the firm and services provided, identify relevant project experience, and identify the primary contact/project manager for the project.
  2. Firm and Individual Experience and Capacity.  Describe the experience of the firm and individuals proposed to provide the harbor master plan services.  Provide summary examples of previously completed work of a similar nature.
  3. Proposal.  Describe the planning process/methodology, proposed schedule, and cost of services.
  4. Personnel.  Attach resumes of personnel to be involved.  Indicate the level of involvement by principals of the firm in the day-to-day operations of the contract.
  5. References.  Provide a minimum of three references for previous relevant experience.  Include the name of the organization, brief summary of services, and the name and contact information (telephone number and email) of a contact person.
  6. Additional Data.  Provide any additional information that will aid in evaluation of the response.

PROPOSAL INQUIRIES AND SUBMISSION DEADLINES

Inquiry Deadlines.  Questions and requests for additional information must be made in writing and received by Wednesday, January 6, 2015, 5:00 p.m.  Questions and requests may be forwarded to the City of Depoe Bay, P.O. Box 8, Depoe Bay, OR 97341 or emailed to info@cityofdepoebay.org.

Proposal Submittal Deadline:  To be considered, a complete proposal package in the format requested must be received at Depoe Bay City Hall, 570 Shell Avenue (P.O. Box 8), Depoe Bay, OR 97341 by Friday, January 15, 2015, 2:00 p.m. local time.  Proposals received after this deadline will not be accepted.

Ten (10) copies of the proposal shall be submitted.  Hard copies of the proposal are required.  Email and fax copies will not be accepted.

Appeal of Depoe Bay Planning Commission Denial of
Application for Planned Development Amendment

APPELLANT:  Plechaty Properties LLC

DESCRIPTION:  The Depoe Bay Planning Commission denial of an application to amend a Planned Development has been appealed to the Depoe Bay City Council.  The request was to amend the allowed use of a 2 acre site within the Little Whale Cove Planned Development for the development of parking facilities for the storage of recreational vehicles (RVs) and boats. 

The appellant states the Planning Commission erred in its decision denying the application because it improperly concluded that the Depoe Bay Zoning Code does not allow recreational vehicle (RV) and boat storage in the R-4 PD zone.  The applicant states the Planning Commission incorrectly determined that the proposed use is a storage facility, not a parking area, which is allowed in the R-4PD zone.

The applicant states that the Planning Commission correctly noted that RV and boat parking areas can be an accessory use to residential uses in the Little Whale Cove Planned Development.  However, the Planning Commission improperly concluded that the proposed parking area is not an accessory use, because the parking area will not be used exclusively by residents of the Little Whale Cove Planned Development.

for ENGINEERING SERVICES
Coast Avenue Infrastructure Improvements Project

The City of Depoe Bay is seeking proposals for engineering services for Coast  Avenue, in the city limits of Depoe Bay, Oregon.

A preliminary design report has been completed and approved for this project. The project includes infrastructure and improvements as identified in the 2015 Coast Avenue Improvements Pre-Design Report.

Engineering services will include drawings for construction, bid process for construction, on-site inspections, any needed permits, final as-built drawings. Engineering service must have proper insurance as per City requirements.

Contact City Superintendent Brady Weidner at 541-765-3005 for more information, including a copy of the 2015 Pre-Design Report and a site visit.

INVITATION TO SUBMIT APPLICATION

DEPOE BAY HARBOR COMMISSION

 

The City of Depoe Bay is seeking qualified persons to serve on the Depoe Bay Harbor Commission, and is now accepting applications.  The City Council is focused on making the harbor the best it can be, and has recently conducted a Conceptual Engineering Study for replacement of docks 2, 3, and 4.  The Council plans to obtain professional services to assist in the development of a Harbor Master Plan.   These are exciting times and there is much to be done by the Harbor Commission on these and other important aspects of the harbor infrastructure and operations. 

Upon adoption of Ordinance #304 on October 20, 2015, membership requirements for the Harbor Commission are amended as follows:

The Harbor Commission shall consist of seven regular members plus two non-voting advisory members, to be appointed by the City Council.  Not more than two regular members may be non-residents of the City and not more than two regular members may be directly financially affiliated with the harbor.   The Council will give special consideration to applicants from the Depoe Bay business community, the environmental community, and persons who have special expertise or experience with harbor operations.

If you want to be a part of working towards making our harbor jewel shine, are qualified to serve on the Harbor Commission, and are able to dedicate your time to attend meetings, you are encouraged to submit an application for the Council’s consideration.   Application forms may be obtained at Depoe Bay City Hall, 570 SE Shell Avenue, Monday through Friday, 8:00 AM – 5:00 PM (except for holiday closures), or you can download an application here

The City of Depoe Bay is in the process of updating Depoe Bay Zoning Ordinance land development regulations. Because this update affects how zoned land is developed, all property owners in the City will receive this notice. This notice is a requirement of Measure No. 56 (now ORS 227.186), which was approved by Oregon voters in 1998. The following language is required by Measure 56: "The City of Depoe Bay has determined that the adoption of this ordinance will affect the permissible uses of your property and may reduce the value of your property." In fact, the proposed text amendments may or may not affect permissible uses on your property, and may increase or decrease property values, or have no effect, depending on a number of factors.

Notice is hereby given that the initial public hearing will be held by the Depoe Bay Planning Commission at Depoe Bay City Hall, 570 SE Shell Avenue, Depoe Bay, OR. The Planning Commission may take action at the hearing, or may continue the matter to a place, date, and time announced at the hearing. The Planning Commission will ultimately make a recommendation to the City Council, who will hold a public hearing to consider adoption of the ordinance amendments. All persons submitting written testimony or who attend the Planning Commission hearing and sign in requesting notification will be notified of the date, time, and place of the City Council's hearing.

Sanitary Sewer Collection System Repair

 

The City is requesting proposals for trenchless pipe repair of the sanitary sewer collection system throughout areas of the city.  In addition to completing the repair work, contractor will provide video inspection of the areas of repair to confirm I & I problems are corrected.

Repairs include, but are not limited to: CIPP 8” x 3’ repairs (x2) through a ravine in wooded area and will require 100 yards of hiking in equipment; four inch bypass pump, eight inch plug socket and 400 feet of outfall hose to bypass 300 feet of sanitary sewer; trimming with robotic cutter/two areas; 8” x 4.5 mm epoxy liner installed x 251 feet, cut and trim all laterals.

Contractor shall furnish all labor, equipment, materials, and incidentals necessary to complete the work. Contractor shall be licensed and bonded.  Certificates of Insurance naming the City as “additional insured” required.  For information, including project Scope of Work, contact City Superintendent Brady Weidner at 541-765-3005.

Depoe Bay Scenic Lands Park Project

The City of Depoe Bay is requesting proposals for improvements to the south section of the Depoe Bay Scenic Lands Park.  Improvements include construction of a paved overlook, a 26-inch high wall using recycled lumber in part, and a wood stairway with hand railing.  The contractor shall furnish all labor, equipment, materials, and incidentals necessary to complete the work, except the recycled lumber for the wall.  Contractor shall be licensed and bonded.

The paved overlook is eight feet wide and 41 feet long.  Surface material will be concrete.  The east edge of the paved overlook will abut up to the west edge of the existing sidewalk.

The wall is 26 inches high and 41 feet long, except for a 4½ foot opening for the wood stairway.  The wall will have 4x6 pressure-treated posts with recycled decking.  The City will provide the recycled decking.

The wood stairway will be 4½ feet wide and extend approximately 11 feet from the paved overlook to a lower area in the middle of the property.  A hand rail will be constructed on both sides of the stairway.

Engineering Services
Water Reservoir Earthen Dam Project

The City is seeking engineering proposals for the Depoe Bay water treatment plant reservoir earthen dam repair.  The project consists of engineering drawings to construct and repair existing overflow piping, raw water intake piping, dock work, and earthen dam repair and compaction.  The existing dam, constructed in the 1970s, is in need of repairs and upgrades.

Scope of Work:  engineer drawings to build and/or replace the existing sluice gate, engineering on how to re-grout and seal any holes or short-circuiting areas in the overflow piping, engineer the need to repair or upgrade the dock area.  The engineering firm will work with the City of Depoe Bay and all governmental agencies to make this project a success and assure the citizens of Depoe Bay safe storage of our raw water that will be used for our water treatment plant.  The engineering firm will head pre-con meeting with contractor, have inspections as the project progresses, and final as-built drawings.  Engineer will have, or obtain proper insurance, bonding etc.

Vista Force Main Project Underway

Staging for the project to replace a portion of the city’s main sewer line starts today, and the project itself will begin on Monday, June 22. The tentative completion date is July 18.

Much of the project will run down Hwy 101, and flaggers will be present between Vista Street and Bechill Street.  Traffic disruption is expected to be minimal because much of the work will be done on the shoulder outside the fog line. However, there may be a short detour at the Sunset Street intersection. You may also see “Bike Lane Closed” and “Sidewalk Closed” signs.

A public meeting of the Budget Committee of the City of Depoe Bay, Lincoln County, Oregon, to discuss the budget for the fiscal year July 1, 2015 to June 30, 2016 will be held at Depoe Bay City Hall, 570 SE Shell Avenue, Depoe Bay on Tuesday, April 28, 2015 immediately following the Depoe Bay Urban Renewal Agency Budget Committee meeting which begins at 6:00 PM.  The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget.  A copy of the budget document may be inspected or obtained on or after April 28, 2015 at Depoe Bay City Hall, between the hours of 8:00 AM and 5:00 PM, M-F.  This is a public meeting where deliberation of the Budget Committee will take place.  Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

A public meeting of the Budget Committee of the Depoe Bay Urban Renewal Agency, Lincoln County, Oregon, to discuss the budget for the fiscal year July 1, 2015 to June 30, 2016 will be held at Depoe Bay City Hall, 570 SE Shell Avenue, Depoe Bay on Tuesday, April 28, 2015 at 6:00 PM.  The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget.  A copy of the budget document may be inspected or obtained on or after April 28, 2015 at Depoe Bay City Hall, between the hours of 8:00 AM and 5:00 PM, M-F.  This is a public meeting where deliberation of the Budget Committee will take place.  Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

Sanitary Sewer Collection System Repair

 

The City is requesting proposals for trenchless pipe repair of the sanitary sewer collection system throughout the southeast area of the city.  In addition to completing the repair work, contractor will provide video inspection of the areas of repair to confirm I&I problems are corrected.  Contractor shall furnish all labor, equipment, materials and incidentals necessary to complete the work. NOTICE IS HEREBY GIVEN that on Tuesday, May 19, 2015, an election will be held in the City of Depoe Bay, Lincoln County, Oregon.  The County Clerk has advised the voting will be by mail.  The following question will be submitted to the qualified voters thereof: 

CAPTION: PROPOSED CITY CHARTER AMENDMENT FOR THE CITY OF DEPOE BAY

QUESTION: Shall Depoe Bay amend a section of its Charter related to declaring vacancies in the positions of mayor and councilor? 

SUMMARY:  This measure is a referral from the Depoe Bay City Council to amend a section of the City Charter.  City Charter amendments require voter approval.  The City Council proposes this amendment to the City Charter to require continued residency within the City for those holding office of mayor or councilor.  The current City Charter does not clearly require those holding the office of mayor or councilor to maintain residency within the City during the term of such office.  This proposal would amend Section 32 of the City Charter to provide that an incumbent’s ceasing to reside in the City would be reason to declare the incumbent’s position vacant.  The proposal also rearranges Section 32 to clarify when an incumbent’s actions subject the position to automatic vacancy and when an incumbent’s actions require a vacancy to be declared by the city council.  If adopted by the voters at this election, the City Charter amendment will go into effect on July 1, 2015.

Senator Merkley and Congressman Schrader will be in Newport on Tuesday, February 17, 2015.  We will be having a stakeholders meeting to discuss the helicopter, a local leaders meeting to discuss any Lincoln County issues and a public town hall.  We wanted to invite you to attend these events.  Below are the details about each event.

Senator Merkley and Congressman Schrader  are hosting a stakeholder meeting to discuss the future of the U.S. Coast Guard’s Newport Air Facility on Tuesday, February 17th. The roundtable will be held in the Council Chambers at Newport City Hall from 12:30 pm to 1:15 pm. This will be an opportunity for a robust discussion of the next legislative steps we must take to ensure that the Coast Guard’s helicopter remains at the Newport Air Facility beyond January 2016.

Excavation Vacuum Trailer

The City is seeking proposals for a new excavation vacuum trailer.  Specifications:  37 hp air-cooled diesel engine with electric start; gauges to include an hour meter; vacuum pump with an output capacity of 825 CFM and a 15” HgA minimum; 500 gallon storage tank w/hydraulic tilt; a hose support boom; a filter assembly; a 4 “ vacuum hose assembly; all needed controls; a 13HP 3500 psi pressure washer at 4GPM; a 100 gallon water tank. All mounted on a 12,000 lbs. GVWR tandem axel trailer with proper lighting. This system should be new or have no more than five hours.
